Net zoals in andere Europese landen, waakt transmissienetbeheerder Elia over de balans in het Belgische net. Ze eist dat elke Balancing Responsible Party BRP een gebalanceerd portfolio handhaaft. Concreet betekent dit dat de afname en injectie in haar portfolio, rekening houdend met verhandelde volumes op de Electriciteitsmarkten, elk kwartier in evenwicht dient te zijn. In real-time kunnen BRP’s echter geconfronteerd worden met onbalansen, bijvoorbeeld als een afnemer plots meer verbruikt of een productieinstallatie minder produceert dan voorzien. De onbalansen van alle Belgishe BRP’s heffen elkaar gedeeltelijk op, sommige BRP’s hebben namelijk een positieve onbalans (een overschot aan energie), anderen een negatieve (een tekort aan energie). De resterende onbalans wordt door netbeheerder Elia weggewerkt met behulp van balanceringsvermogen, dat ze op voorhand aankoopt in de daartoe georganiseerde balanceringsmarkten. Op die manier verzekert Elia zich er van dat ze ten alle tijde de nodige middelen beschikbaar heeft om de systeembalans te handhaven. Marktpartijen die balancergingsvermogen aanbieden worden vergoed op basis van de prijsvorming in de balanceringsmarkt.
Historisch gezien, werd balanceringsenergie (verplicht) aangeboden door grote elektriciteitscentrales en grote industriële gebruikers. Uitbaters van elektriciteitscentrales kunnen bijvoorbeeld hun productie verhogen bij een tekort op het net, of het verlagen bij een overschot op het net. Gebruikers kunnen bij een tekort wat minder verbruiken, bij een overschot wat meer. Dat laatste wordt vaak ook demand response genoemd, maar het is dus duidelijk dat balanceringsenergie door zowel flexibele producenten als verbuikers kan aangeboden worden.
Om de kost van balanceringsenergie te verlagen en de betrouwbaarheid ervan te verhogen, begon Elia in samenwerking met de regulator de balanceringsmarkten open te trekken voor een grotere groep marktpartijen. Vandaag kunnen alle partijen met minstens 1 MW aan (geaggregeerd) regelbaar vermogen deelnemen in de verschillende balanceringsproducten. Uiteraard op voorwaarde dat ze hun technische capaciteiten bewezen hebben.
Aggregatoren zoals Next Kraftwerke voegen verschillende productie-, verbruiks- en energieopslaginstallaties samen in een zogenaamde virtuele energiecentrale (VPP). De eenheden in deze VPP worden dan op een gecoördineerde manier aangestuurd en bijgeregeld om balanceringsenergie aan Elia te leveren. Dit laat toe een betere marktpositie in te nemen, een betrouwbare service aan Elia te kunnen garanderen, en de complementaireit van verschillende technologien optimaal te benutten.
De meest belangrijke balanceringsproducten worden hieronder besproken.

Balanceringsenergie wordt vergoed op twee manieren:
Beide vergoedingen komen tot stand in de balanceringsmarkt. Elia organiseert eerst een capaciteitsmarkt, waar verschillende aanbieders concurreren om balanceringscapaciteit aan Elia te verkopen. Volgens het Merit order principe wordt dan het benodigde volume gecontracteerd.
Bij aFRR en mFRR, bieden de geselecteerde bieders vervolgens een energieprijs in. Elia zal de aanbieders activeren volgens toenemende energieprijs, er wordt dus opnieuw gebruik gemaakt van het merit order principe.
Om de concurrentie nog te vergroten, laat Elia ook niet-gecontracteerde partijen toe mee in te bieden in de energiebiedingen. Dit staat bekend als de free bids. Ze worden mee in de merit order van energiebiedingen geplaatst en kunnen dus geactiveerd worden als ze goedkoper zijn dan gecontraceerde marktpartijen. Uiteraard ontvangen ze dan enkel een activatievergoeding, geen reservatievergoeding.
